How to file an investment application with the MOEA-IR
The Department of Investment Review of the Ministry of Economic Affairs (MOEA-IR) is a central institution which oversees all foreign investments into Taiwan. Its approval is needed for any foreign owned business, of all sizes, to legally register in Taiwan. This process is complicated and time consuming. Here’s all the documents that are needed for the application:
Investor identification documents
- List of shareholders and directors
- Shareholding / Ownership structure
- Company charter
- Signed Declaration of Foreign Investor Qualification (MOEA-IR version)
- Proof of Nationality or a photocopy of a valid passport
- Photocopy of APRC, if applicable
- Education (from University onwards)
- Resume (Post graduation)
- Other certifications / qualifications
Company documents
E.G.: chemical raw materials, chemical products, metal and machinery equipment manufacturing, land, water, and air transportation and related auxiliary industries, postal and express services, broadcasting and television industries, legal and accounting services, entertainment venues, agriculture, forestry, fishing, and livestock industries, tobacco manufacturing, telecommunications and optical instrument manufacturing, aircraft and parts manufacturing, other manufacturing industries, electricity and water supply, telecommunications.

- Photocopy of the latest company registration document, including directors and supervisors
- Photocopy of the latest company charter
- Co., Ltd.: Photocopy of the shareholders' meeting minutes approving the total capital amount, and/or the board of directors meeting minutes (including the attendance book or directors' consent letters).
- LLC: Photocopy of the shareholders' consent letter for capital increase
- Partnership / Sole Prorpriertership:
Photocopy of the acquisition contract or partnership agreement

Method of capital remittance and supporting documents

IF the invested company contains H201010 Investment and H202010 Venture Investment as registered business activities, then the following is required:
Reinvestment information
The above contains all the information that are needed to to submit an investment application.
Once the application is approved, the capital can be remitted, followed by another application to the MOEA-IR to verify the investment.
Investment verification
Once the capital has been remitted successfully, an Investment Verification application, with the following documents attached, must be filed with the MOEA-IR within 2 months of the remittance.
- Copy of the official remittance letter from the bank
- Copy of the post settlement transfer receipt
- Copy of the official remittance letter from the bank
- Copy of the post settlement transfer receipt
